Applying for a Canadian Passport Abroad with an Expired Driver’s Licence*
Last updated: Oct 2026
If your Ontario, BC, or Alberta driver’s licence expired after you moved abroad, Canada.ca’s checklist looks impossible. It asks for a valid provincial ID, but most consulates know that’s not realistic for Canadians living in Australia, the UK, Italy, or the US long-term.
The good news: you can still apply. The bad news: you can’t just mail it in like you would from Canada.

TL;DR: Your 3 options
Situation What works Processing time
You have a valid foreign passport Use it + your Canadian citizenship certificate. Get a guarantor at your local consulate or a local professional who’s known you 2+ years. 4-8 weeks via consulate
You only have a Canadian citizenship cert Apply with that as primary ID. You’ll need a guarantor who has seen you in person and can sign the photo. 8-12 weeks via Ottawa
You can renew your provincial licence online Renew it first, then apply with the new licence. Only works if you have a Canadian mailing address. 2-4 weeks + licence time
What changes by country:
Applying for a Canadian Passport Abroad with an Expired Driver’s Licence
- USA: You can mail directly to Ottawa or use a US-based Canadian consulate. US notaries aren’t accepted as guarantors.
- UK & Italy: Use the Canadian High Commission/Consulate. Book an appointment early — slots fill 6-8 weeks out.
- Australia: Use the Canadian High Commission in Canberra or consulates in Sydney/Melbourne. Mail processing is slower from AUS.
- All countries: You must pay in CAD. Most consulates take credit card in person, money order for mail.
